Notice of Race for Torbay Series 2009
1 Rules
      Racing will be governed by The Racing Rules of Sailing, the prescriptions of the RYA, the IRC rules, this Notice of Race and the Sailing Instructions issued by the Organising Authority. This notice of race cannot be amended by the Organising Authority sailing instructions.
2 Organising Authority
2.1 The organising authority’s are as follows:
      Sat 2 May and Sun 3 May 2009, Torbay Spring Regatta , Royal Torbay Yacht Club (RTYC) / Brixham Yacht Club (BYC)
      Sat 3 Oct and Sun 4 Oct 2009, Torbay Autumn Regatta, Royal Torbay Yacht Club (RTYC) / Brixham Yacht Club (BYC)

3 Event
3.1 The races will be as shown in the NOR for the Torbay Spring Regatta and Torbay Autumn Regatta
3.2 Start times should be confirmed with the Organising Authority prior to sailing.
3.3 One Race will constitute a series.
4 Eligibility
4.1 The Owner/Skipper shall be a Member of the SDCRA as defined in the SDCRA constitution.
4.2 THIS SERIES NEEDS A SEPARATE ENTRY FORMS for both the Spring and Autumn Regatas. These will be available from the organising Authority. All Entrants must have paid and signed an Entry form specifically for the Regatta's they Enter.
4.5 If a boat wishes to sail under the IRC handicapping system then a copy of a valid IRC handicap Certificate shall be supplied to the Organising Authority and the SDCRA results secretary. If the handicap changes the Organising Authority and the SDCRA results secretary shall be supplied with a new certificate prior to the start of a race where that certificate is valid.
4.6 For safety reasons boats shall conform at a minimum to ISAF Offshore Special Regulations Category 4.
4.7 The Organising Authority may specify a minimum SSS stability rating.
5 Courses
      Courses shall be as described in the NOR and Sailing Instructions issued by Organising Authority.
6 DISCLAIMER OF LIABILITY
6.1 Competitors participate in the race entirely at their own risk. See RRS Rule 4.
6.2 A boat is entirely responsible for her own safety, whether afloat or ashore, and nothing, whether in this Notice of race or in the Sailing Instructions or anywhere else, reduces this responsibility.
6.3 It is for the boat to decide whether she is fit to sail in the conditions in which she will find herself. By launching or going to sea, the boat confirms that she is fit for those conditions and her crew is competent to sail and compete in them.
6.4 The boat is required to hold adequate insurance and in particular to hold insurance against third party claims in at least the amount stated in clause 7 below for the duration of the race.
6.5 Nothing done by the organisers can reduce the responsibility of the boat nor will it make the organisers responsible for any loss, damage, death or personal injury, however it may have occurred, as a result of the boat taking part in the racing.
      The organisers encompass everyone helping to run the race and the event, and include SDCRA, the organising authority, the race committee, the race officer, patrol boats and Beachmasters.
6.6 In the event that assistance is rendered to any competitor, no liability for any loss, damage or injury is accepted by SDCRA, the Organising Authority, the Race Committee or the crew of any rescue craft.
7 INSURANCE
      Each boat is required to hold adequate insurance including third-party cover of not less than £2,000,000 and it is the owner or owner's representative's sole and inescapable responsibility to ensure that the insurance is in place and is adequate.
      No responsibility will be accepted by SDCRA, the Organising Authority, or any other party involved in the organisation of the Race.
8 Scoring System
8.1 The event will be scored using RRS Appendix A and a boat's score will be the sum of her race scores except :-
8.2 after 4 races are sailed her worst score will be discarded
      after 6 races are sailed her 2 worst scores will be discarded
      after 9 races are sailed her 3 worst scores will be discarded.
      and after 11 races are sailed her 4 worst scores will be discarded.
      A boat that Did Not Compete shall be scored 10 points more than the number of boats that started the race.
      This modifies RRS A9 and RRS A2.
8.3 RRS A3 final sentence is modified to read
8.4 However, when a handicap or rating system is used a boats corrected time, rounded to the nearest second, shall determine her finishing place.
8.5 The IRC boats may be included in the Personal Progressive Handicap event in order to have sufficient boats to make progressive handicap work but only boats that are NOT IRC rated will be eligible for prizes .
8.6 IRC boats will have their own Series and Prizes
